Dear Members,
Here in Hong Kong, China, while our post-pandemic economic recovery encounters serious challenges including rising operational costs and trade barriers, we are fortunate to have our nation’s steadfast support. Hong Kong’s unique “One Country, Two Systems” advantage and our free, open business environment will see us through these difficult economic times. Notably, as the driving force behind the Belt and Road Initiative, China possesses distinctive strengths in infrastructure development and continues assisting partner countries’ growth. As an international financial hub, Hong Kong is well-positioned to capitalize on these opportunities. The U.S. technology embargo, while challenging for China including Hong Kong and Macau, presents Incorporated Engineers with opportunities to demonstrate professional expertise by developing alternative solutions to maintain critical operations. In this economic climate, we must leverage our technical strengths. The proliferation of AI not only enhances efficiency but opens new knowledge domains, revolutionizing our professional and personal lives. This year of mixed experiences – both challenging and hopeful – leads me to wish all members success in navigating changes and sharing the fruits of transformation. Looking ahead, we will seize national development opportunities through innovative thinking. Whether building infrastructure, managing digital systems, or driving industrial transformation, our systems must serve all. Climate change is no longer an abstract threat, but a reality that Incorporated Engineers must address throughout design, implementation and maintenance processes. We are committed to fostering an innovation and technology ecosystem conducive to the development of Incorporated Engineers, encompassing startup support, research collaboration, and cross-sector partnerships. Through developing practical tools, sharing professional expertise, and supporting practitioners in implementing sustainable solutions, we will continue to advance environmental practices. Building upon the existing achievements of the “Path to Change” roadmap, we are now embarking on planning the next phase of our strategic vision. I extend deepest gratitude to our Council members for their selfless dedication this past year in serving our members and profession. Finally, I wish you all good health and happiness!

It is my great honor to address you in this year of unprecedented challenges. Looking back at the extraordinary period since our last AGM in 2024 through 2025, the global economy faces significant uncertainties – escalating trade conflicts, heightened geopolitical risks particularly war threats, and potential slowdown in worldwide economic growth.
