The 2024-25 Budget Consultation Session: Construction and Engineering Sector

香港實務工程師學會應邀參加諮詢會，本會主席葉毅邦博士工程師透過視訊會議參與了諮詢會並提出以下三點建議：

1. 香港現在面對人口老化問題，技術及管理人員的供應不足。雖然可以透過引入外勞及專才來補充技術人員和高端人才，但對於中層工程管理人員的補充並不有效。這是因為中層工程管理人員需要熟悉本地的法律法規和管理制度等，很難引入外地人才。因此，特區政府需要預留一些預算來培訓和吸引本地中層工程管理人員。

• 明日大嶼與北部都會區的發展需要更多透明度，以便業界能夠配合政府的計劃。

• 在環保能源的推動方面，政府應該帶頭推動更多的環保能源措施，以降低成本並增加效益。例如，增加對核電的引入支持以降低電費，同時支持電動車和氫能的發展。這些措施需要政府推動並預留預算，以分階段實施和執行。

Hong Kong Institution of incorporated Engineers was invited to participate in a consultation meeting, and Ir Dr. Ip Ngai Bong, the Chairman of the Institution, participated in the meeting via video conference and put forward the following three suggestions:

1. Hong Kong is currently facing the issue of an aging population and a shortage of technical and managerial personnel. While it is possible to supplement technical and high-end talents by introducing foreign labor and specialists, it is not effective in replenishing middle-level engineering management personnel. This is because middle-level engineering management personnel need to be familiar with local laws, regulations, and management systems, making it difficult to introduce foreign talents. Therefore, the government should allocate a budget to train and attract local middle-level engineering management personnel.
2. The development of the Lantau Tomorrow Vision and the Northern Metropolis requires more transparency to facilitate industry cooperation with the government’s plans.
3. In promoting environmentally friendly energy, the government should take the lead in promoting more environmentally friendly energy measures to reduce costs and increase efficiency. For example, increasing support for the introduction of nuclear power to lower electricity prices, as well as supporting the development of electric vehicles and hydrogen energy. These measures require government promotion and budget allocation for phased implementation and execution.
